I am a telecommunications consultant, specialised in policy. I also do work on regulation and other related topics.

Policy means the major changes in telecoms sector, such as setting objectives for the sector, introduction of competition, creating a separate regulator, etc. Policy is the task of telecom ministries, and the foundation for legislation and regulation. See below.

Regulators then implement policies and enforce legislation.

I work in developing countries, usually in projects related to the early stages of sector reform. I also work in Finland, mainly for the Ministry of Transport and Communications.

My preference is working on-site rather than fly-in-fly-out. On-site work is usually more effective than off-site work, in particular for transfer of know-how so that it is easier for counterparts to take over the work.

On-site work provides the possibility to close co-operation with counterparts, and for tailoring solutions to the situation in the country.

All countries are different, and copying solutions is usually not good. E.g. the division of tasks, powers and responsibilities between the Ministry and the regulator varies, for a number of reasons.
